Meet Cipriano

Cipriano Vargas was born and raised in Vista, California. The son of farmworkers, Cipriano learned at an early age the value of hard work and the importance of education in achieving the American dream. 


Cipriano is a product of Vista’s public schools, and became the first in his family to graduate from college after attending Cal State San Marcos. Passionate about giving children the opportunity to achieve their dreams, Cipriano worked as a kindergarten teacher where he excelled as an educator.


Seeking an opportunity to give back to the community that had given him so much, Cipriano ran for Vista School Board in 2016 and won, becoming the youngest elected official in the region. Now in his second term, Cipriano serves as School Board President, helps to oversee a $260 million dollar operating budget and over 2,000 employees. 


Through his leadership, Vista Unified School District has seen record investments in early childhood education,  mental health programs, and additional staff to support parent engagement. In his role as a representative to the California School Boards Association, Cipriano has traveled to Washington D.C and Sacramento to advocate for investments for our community. 



Vargas currently serves as a Policy Advisor at the San Diego County Board of Supervisors, supporting our community and small businesses during this pandemic. In addition, he has supported community efforts to participate in the county budget process and the $650+ million dollars investment coming from the federal government. As a Community Leader, Cipriano has centered community engagement in tackling his portfolio, which includes Health and Human Services, Youth and Education, and COVID-19 Vaccination efforts. 

Mr. Vargas also serves as the President of the CSUSM Alumni Association supporting the engagement of the 50,000 alumni of CSUSM. He has been recognized by the Vista Chamber of Commerce as a 40 under 40 Leader and the San Diego Union Tribune has recognized him as a regional Community Champion.
